I think those are just blackhoused headlights with yellow bulbs.

 

go on ebay and search for ion yellow accord

But, not sure about whether bulbs are what gives the blue and the yellow look on those headlights you posted, cause I seen Civics with blueish/purpleish and yellow on the headlights that weren't just from the bulbs.

 

They're blackhoused headlights with an coating on the outer lens. You can find them on ebay occasionally. Usually the coating will give you a yellow or bluish tint to your headlights (depending on which coating), while at more extreme angles you would see purple...
