Default dammit!!!!!!!!!!!!!!!

I have searched! i just recently got a new bumper. I am trying to put this thing on but i can't get the black screws from under the headlight. please help have to get this done tonite. It is a 95 accord lx

Please be more specific, what do you mean I can't get the screws from under the bumber? You can't aquire them or you have difficulty putting them on/off?

I think you need to take the whole bumper off. then take the cover off the bumper.

Ok. Here's how I've done this before:
Remove every screw that connects the bumper cover to the fender and the lower part of the bumper cover to under the vehicle.
With a flat head screw driver, find the screws under the headlights, pop the middle part of these screw/clip upwards, and remove them.
I don't remember for sure, but I think there were 2 or 3 under each headlight.
Once you removed the middle part, you just need to lift the rest of the clip, which slides out easily.
The whole bumper itself would not come off due to 2 big screws that connect the impact absorber with the car and has the bumper cover attached to it at the top (headlight screws as we mentioned).
