Throttle pedal still sticks....

Throttle pedal still sticks....
Well like the title says I have changed the cable(Moves freely) Greased the pedal bushings(Pedal w/o cable moves freely) cleaned and greased/oiled/graphited the throttle body butterfly rod. (moves freely)
How can this be? The only thing I haven't done is the TPS, But like I said the shaft moves freely. Also checked to see if butterfly plates are rubbing inside the TB. No.

Got any suggestions I am getting whiplash. Time to tear it apart again.
