Default System not ready, Reading code

GRRRRRRRRRR i hate the scanners for the inspections.
I have a 98 civic with all sensors and i went to get an inspection and the computer said system not ready! so i went for a rip ,about 8 miles total and when i returned it still said the same .
So i switched the ECu over to another 96 ex obd2 ecu and drove it for another 8 to 10 miles and still system not ready!!!!
Anybody have any idea! Oh i do NOT have a cat and do NOT have a CEL

IIRC, my owners manual states if power to the ECU was interupted, it may take up to 3 days of normal driving activity to satisfy the "system ready" requirements.
