ARP HEADSTUDS - MANUFACTURING DEFECT?????

fellas, i bought this set of ARP headstuds for a friend's build from a HONDA-TECH SPONSER about 3 months ago along with some wiseco pistons. well needless to say the box sat on the shelf after we got them waiting for the day of the engine assembly. well after all the weeks going into the build, the shop is finally ready to slap the head on THIS PAST WEEKEND and low and behold in the brand-new box of studs, this one bolt "screws" it all up and delays the whole assembly. i've never see this before and neither has the shop, but it is an arp bolt.
my friend is pretty disappointed and he never noticed it when we received the box in the mail...CAN YOU GUYS PLEASE TELL ME IF THE SHOP THAT WE GOT THE STUDS FROM SCREWED US OVER OR DOES THIS LOOK LIKE A DEFECT IN THE MANUFACTURING FROM ARP?

only time ive seen necking like that is in tensile tests. an ARP bolt like that would take ALOT of load to make that happen, more then you could ever put by torquing. the stud would shear first anyway.
did the shop say this happened when putting it together? or that it came out of the box this way? you might look into contacting ARP about this...
if it came in the box like that only explaination i can see is that that stud was one used for testing, and somehow made it back into the box. whatever you do, dont use that stud

thanks guys for the input...no way, the shop wouldnt dare screw it into the motor. it came out of the box that way
Definately manufacturer defect. ARP was really good with me. One time i was assembling a motor, and one of the nuts had no thread, i called them right before they closed, and the next day i had a threaded nut at my doorstep.
