Ecu bad?

I have a 1995 honda civic 1.5...i dont have a spark or fuel but i tested my main relay and it is good so is my ECU bad??? Is there any way to test a Ecu? please help.

if you have a solid check engine light even after you jump the SCS plug, then the ecu is bad. otherwise, find another obd-1 car and plug it into it and see if it starts up.
