just installed new plugs and wires, the other ones didn't look bad but i did it anyways, i think it would run on battery power if i lost alternator power, the timing belt was just changed but i will look into that though. i kept getting an o2 code, the old plugs were black so that means its rich, haven't got the o2 code but haven't taken it out since i cleared the code. thanks guys anymore help would be great
Have you checked the TPS voltages? check that by hooking a multimeter to the ground and middle wire. put the ignition on the "on" position w/o the engine started and check voltage.
make sure it's .45 to .5v at idle and 4.5 volts at wot.
check your MAP sensor vacuum lines, and the map sensor runners between the throttle body and intake manifold as well. i would recommend cleaning it all.

one more time: has the motor ever functioned properly since the belt change? or has it been doing this ever since the belt change?

yep. starting to look like that.
sometimes it will feel like your engine is running right, but with a very shitty cam if your belt timing is off.
