Default Help with painting process.

i have a chrome plug i want to paint black. im not too sure what the correct process is. this is what i have,

sand. primer , paint?
i have extra fine p400 grit, dupli color primer and black gloss duli color paint.

very inexperience so correct me if im wrong.

scuff it up, clean it with solevent cleaner or something like rubbing alcohol, clean all that alcohol off and manke sure its DRY! hang. prime it(light coats 1-2, and wait until totally dry and spray the black SUPER LIGHT, you may need 2-3 coats since the black will be applied thinner

what type of motion do i sand it in. circular or doesnt matter?

how do i know when its been sanded enough?
