Default LS/vtec Idle problems

We are using a ls throttlebody with ls gasket. 1st gen b16a intake manifold. 99 si head and iacv from obd1 gsr motor. When we start the motor it automatically surges to a very high idle. We have already tried plugging the holes in the throttlebody and it doesn't make too much of a difference. it does stop it from surging higher though. We are also using a gsr distributor. the ecu is a chipped p28. Any help with our slew of parts and if that makes any of the difference.

yes it was.... for archive pusposes, what the issue was with the non obd 1st gen b16a automatic intake manifold. the fitv was on the intake manifold then, not on the throttlebody. That sensor was missing from the manifold and i didn't even notice due to the fact that the mani had been painted. I welded the holes for the sensor shut. no more problems. Thanks to all who at least looked.
