rain+civic lx = not start plz help

rain+civic lx = not start plz help
ok the rotor is not turning so i'm guessing the timming belt went. its a 90 civic lx i think its the same engine as the crx dx is it a non interfrence motor (will the pistons hit the vavles)? or can i just throw in a new timming belt and fix it?
the car went threw flooded road twice and died less then a mile after at very low speeds. getting no spark but the engine still turns
