If the belt is hitting the plastic cover from being installed incorrectly it'll do that...
If the belt's too tight, It'll do that..
If they replaced the belt guide washer (on the crank pulley) in the wrong direction it could do that..

Whynot? If it didn't cause any damage to the belt, that's the easiest to fix!! Unbolt the balancer and flip it over.
