Default Head... which setups work best?

I have a 95 JDM GSR, I plan on boosting my car in the future but I dont have enough cash. So I plan on building my head for right now. I just had a few questions, I was wondering type of setup offered the most power? cuz im thinkin about gettin the skunk2 cams, valves, and intake manifold. Also was wondering if building up my head would affect my emissions? List some setups and your experience with it thanks!!

once you start puting in performance cams you wont pass emissions (specially in california)

i have s2s1 cams with sk2 manifold on my 94 JDM GSR and really enjoy it. the VTEC hits real hard

Build the Block > head

Tons of people have made lots of HP with just a stock GSR head. In the FI forum there's a 600+HP with a stock GSR head and stock ignition.
