Quick question about offsets
i am about to purchase a set of wheel for my teg
it's 17x7.5 with 215/40/17
will this be okay for my car.. it's lowered about 2 inch

215/40's will fit 7.5" wheels just fine.
However offset is going to be critical to determining whether the tires will rub the outer fender lip, or the suspension on the inside, or the inner fender when turning, or a combination of those three.

it's hard to say... +45mm might work but it would probably be really close to the suspension on the inside.
Look at any tire/wheel site like tirerack.com for an explanation offset.

my last 17's i was using 42mm offset..
is there a range of offsets i should look for.. liek between 38mm to 45mm?

If you go to a wider wheel and keep offset the same, the new wheel will be wider by the same amount on both inside and outside compared to old wheel.
So stock wheels are 15x6 +45 offset. If you go to 17x7.5 +45 then that's 1.5" wider wheel, which means the wheel comes out 3/4" farther on the outside, and goes in towards the fenderwell 3/4" farther on the inside.
The offset you need and whether you can fit 7.5" wheels is going to depend on how much the car is lowered, amount of negative camber (more camber = less likely to scrape out fender edge), etc.

I think if you jsut get a normal wheel it should be fine. Im more worried about your two inch drop. Im not sure what my drop is. but I have 17x7.5 TE37s and they rub sometimes. (my car came dropped on eibach lowering springs and the TE37s) so what the stock ride height is compared to mine I have no idea.
When i corner hard and my suspension is dialed to 1 below stiffest setting a bumo wil cause my tire to rub the fender in and out depending on the turn.
also 215/40/17 are jsut fine for 17x7.5

which ITR wheels are +50? I don't think USDM ITR wheels are, since they are the same size (15x6) as GS-R wheels, and use the same size tires (195/55-15) as GS-R's. If the USDM ITR wheels were +50, that would mean the wheels are 5mm further in than a GS-R, with a 10mm narrower track dimension overall, compared to a GS-R, and I doubt that is the case.
*edit* just found specs on GS-R's and ITR's, the ITR has a slightly wider front and rear track than GS-R's, and both had 15x6 wheels, so the USDM ITR wheels must have on offset of like +42 or something, while GS-R and LS 15" alloy wheels are +45. */edit*
But anyway, the lower the offset is, the further out the wheel/tire is going to sit. So if you consider that a 7.5" wheel is already 3/4" farther out along the outside edge if it's a +45 offset, anything lower than that is going to put the outside edge of the wheel even farther out than that 3/4". Farther out = closer to fender lip and more likely to scrape the outside sidewall of the tire on the edge of the fender.
Solscud it would probably be helpful if you posted up what the offset of your wheels are. Look around the outer edge of the wheel to see if it has the size printed anywhere, and offset should be nearby. If it's not on the edge it's probably on the backside of one of the spokes.

i called tirerack today and they told me with 17X7.5 wheels
the offset should be +48 or +50
guess i am not gonna get the rim i want after all.. coz they simply dont' have the offset i am looking for~
