Default Car gets fuel, spark, but no start!!!

1996 Civic CX
D16Y7

when the temperature is cold, the car doesnt start. I checked all normal procedure: new plugs, new rotor, new cap. there is gas in the tank. battery is a year old but i still kept it on a jump starter. when the car starts up, no white smoke out the exhaust and no visible signs of a blown hg at the block. every couple days, i have to refill the resevoir (no clue where the antifreeze is going) and no leak in the actual resevoir. When the car doesn't start though, all the cylinders get spark but the spark plugs get flooded with fuel. I do have OBD2a and one of the O2 sensors is disconnected. I'm not really a noob to engines but this problem is really perplexing. I have no idea when the car will or won't start other than assuming by the weather. does anyone have any idea whats going on? any help will be much appreciated. thanks

Have you done a compression check? You need spark, fuel, correct air/fuel mixuture and compression to turn the engine over. If your not having the correct air/fuel mixutre or lacking compression then these to could be your problem since you mentioned wet plugs and you get spark.

main fuse relay, welcome to owning a honda. it's a simple fix, if you can solder, just take out the main relay, top it open and solder and dry sockets. Done. takes 20 mins.

the timing is correct. we already checked that. my boy with a prelude mentioned the main relay, he said his car needed one. where can i find that? also, i didn't get to check the compression or leakdown yet.
