Was really wondering because I was debating a powder coat, and I was told it'd be extra if the wheels were already powder coated or clear coated.
Think that's the same thing?

no, they're diff. but they both take a lot of time to remove, whereas paint can easily be chemically stripped off. Powdercoating and/or clearcoating needs to be sanded off usually.
