Three main problems with '82 Accord
I left the other post that want the full story. Basically I have an '82 Accord in pristine body/interior condition. I just had an engine swap done and the guy left a bunch of stuff wrong. I could have done a better job myself, but didn't have a place to do it at the moment so oh, well.
Now I'm trying to pick up the pieces and have 3 main problems still remaining:
1. Cruise is not working. Everything comes live inside, but I get no control of the throttle. The Haynes I own does not have "ANY" documentation on the cruise, although they are mailing it. I would like to get this resolved this weekend though as I have a trip coming up next week and would like it working.
2. After the carbuerator work I tested the AC. The compressor is not coming on nor does it appear to be getting power (need to check with ohm meter still) any ideas?
3. The Cooling Fan fuse is blowing intermittently, but often. I finally traced it to that today after I tested the Thermoswitch and that was not the issue, thought it was the fans till I checked fuses. (I know, I know, always check fuses first. )
Any advice on these?

Either He left disconnected the cable which runs from the Cruise actuator, or he left the harness connector loose. I always lable harness connections if I'm unfamiliar. Obviously, this guy didn't.
2) Check that the A/C system has freon. Check also that the compressor cut-off switch isn't disconnected as well. Either will keep it from running.
3) I'd suspect a chaffed/pinched wire somewhere

Haynes sent me a schematic of the Cruise yesterday and I think you are right in that the actuator cable is probably not hooked up. I just hope it is present.
And I've been thinking about the Freon, which would really have me perturbed. I never break an AC system loose when doing an engine swap. I hope that is where the problem lies or just a wire, if the compressor is damaged I don't want to think about that cost.
I went to my Mom's yesterday then back home after filling up the tank and the fan fuse hasn't blown yet. I have a theory it's doing it either when I'm testing the cruise or the AC. I believe this because I replaced it and specifically hit both the AC and the Cruise for testing afterwards before it blew the second time. But I haven't had the time to test that theory yet as I have a lot to do today, as I did yesterday also, and don't have the time.
I'm going down in an hour or so to get the exhaust done. Need to pull the air cleaner and reconnect a vacuum line that popped on me right after I picked the car up from the carb shop, My Fault, then giving it a test run to Ontario to see how it does.

Not knowing for sure the problem with the Cruise and AC was driving me nuts. I had schematics sitting here emailed to me from Haynes and just couldn't stand it.
It took all of about 20 minutes. I had earlier found that one of the 2 Vacuum lines the Carbeurator Mechanic couldn't trace was for the Air Cleaner. It controled the Air Valve Diaphram to change between cold or exhaust manifold circulated air. Realizing I still had one vacuum line unhooked I traced "Everything" related to cruise. I located and verified the actuator cable. I found that the Vacuum line was not connected to the actuator. Clipped the end to remove the Steel Ball the Carbuerator Mech put in there to block it from being an open vacuum and put it in place.
Cruise WORKED! :D
The AC stemmed from the Air cleaner. Knowing things were left out and the fact that the Carb Mech couldn't locate the Air Cleaner wires I started tracing them around.
Well, the positive had been plugged into one of the AC components while the Ground was left open. I moved these to the air Filter then traced the AC wire to find it was connected into a ground (I.E. my blowing cooling fan fuses). I reconnected them properly (after buying another stack of fuses for saftey) and found that the problem is GONE! It works, although I need to check the charge on it, but it blows cold air and no fuses blow! :D
