help
i was driving around last night and my crank pulley came off cause the bolt must of twisted itself out. anyway, i found the pulley and the bolt and bought a new key way and started the car up. the pulley is all chipped up and missing chunks of the sides. the timin belt then started to run on the plastic belt cover for some reason. when i removed the belt cover i noticed that the belt had shimmied its way over alittle causing it to rub. i fixed the belt and retimed it and checked it for rips, etc. when i started the car back up it ran fine for a few secs and then i could hear the rubbing noise again. i looked and the belt had moved over again. now m question is, could the crank pulley be out of balance or something due to the chips and that cause the belt to do that? everything else looks perfecty fine and the motor runs fine. here is a pic of what the belt is doing

You probably didn't put the washer plate back on..
