i beleive those are for checking your ecu. on 88-91 civics the ecu came with a red led light that would blink to indicate what code the ecu was throwing, from 92 and up you have to jump those two together and watch your check engine light blink and that will tell what code is being thrown , i own a 94 civic and mine are located under my glove box so dont take my word

 

The brown one is for the optional fog lights.
