i figure you prelude guys know the most about the H22

here's the car/setup:

the symptoms:
- idle is rock solid at 1k
- hold throttle in neutral at 2k rpms, and the car surges from 1700-2200, up and down
- car surges when cruising on highway at 65mph (annoying as ****!)
- NO CELs

what i've ruled out:
- there's no vaccum leaks (idle is rock solid)
- o2 sensor is fine cause it does it in both open and closed loop (forced thru crome)
- replaced TPS, MAP

any ideas?

at this point i would guess it's in the fuel/timing map. car is not tuned yet.
