My Integra in Idling at 3500 to 4000 RPM's. I was told it the Idle Air control unit which is about $200. Can it just be serviced or do I need a new part?
Try first resetting your ECU, then you can take your IACV(idle air control valve) and clean it out with carb cleaner. That might help? I don't know why yoour car is idling at 3500 RPM's though? Have you adjusted your idle screw on the throttle body?

I have not, but recently the timing has been adjusted to normal setting. How do I reset the ECU?
you can clean the iacv if it is working to see if that helps.
there is a test you can check to see if the valve is in fact working on the iacv.

I dont have the tools to check the ECU codes. Also the previous owner a.k.a, *******) took out the check engine light blub. I only got the car for $1500 but it is costing me alot more than that.

all it takes is a paper clip to check the ecu code. Click on this link...

same thing for the integra.

Sorry I did not mention this before but after a few minutes the car idles back down to 1500 rpm's.
take out the highbeam bulb to put it in the check engine light location from the back of the cluster.
check the fitv also.

I think I messed something up, I cleaned out the intake with carb cleaner, then while the car was running I unplugged the 2 plug-ins on the Intake. One has 3 wires the other has 2. Now the car over heats as soon as I put it in gear.
hmm. you might have got an air pocket in the cooling system. use the bleeder to see if any air is trapped in the system.

When I took the 3 wire plug out on the IACV the engine started to shut down but then continued to run. When I took the 2 wire plug out it did nothing.

I also noticed that the carbon canister is hanging freely and once hose is not connected.
i wouldnt worry about the carbon canister much, i removed mine altogether.
its for emissions only.
sounds about right what happend, im assuming the other plug was for the iat (intake air temprature)
check the fitv.

From what I told you so far do you think I need to change the whole IACU?
no it sounds like the iacv may be fine.
you need to get your check engine light fixed.
then bleed the coolant.
then check the fitv.

you cant drive without the tps, it will idle fine, but as soon as you give any gas the mixture wont be mixed and the car wont rev passed a certain amount. your going to be running very lean.

at this point i don't expect them to work. it sounds like you may have air into the cooling system.

no.
look at the diagram i posted above to rule out a bad iacv.
