The EGR Valve (#19) is operated by metered vacuum and uses a position sensor to link it with the ECM to verify operation.

The first thing I would ask is:
Did you check the exhaust gas passages which both feed and distribute gasses to the EGR when you had it apart? That's a common problem (they get clogged)

If yes, I'd next check that you're getting some kind of vacuum to the egr during operation. That will require a hand-held vacuum gauge with a long length of hose...
Hook it up to the EGR vacuum feed hose and start driving. You should note the gauge values rising and falling as the system would modulate the EGR Valve.

a lot of times you have to reset the ECM (engince control module) to clear the system. This will turn your check engine light off until you ahve another problem. you do this by pulling the fuse that goes to the ecm, located under the hood. if your check engine light comes back on... usually for the egr after about 50 miles you have to clean out the passage for the egr system. it is located right above the intake, when you take it off you will see that is is full of carbon build up. you need to clean this out. a lot of times you just can't replace the egr valve, it is necessary to clean the passage.

Clogged ports would have nothing to do with the code you are getting. Your EGR is not getting vaccum. Trace the vaccum line on the EGR to the control box. There is a solinoid and a differential pressure valve that enables vaccum to the EGR. That's where your problem lies. Maybe someone else on here knows the trouble shooting procedure.

Where did you get this info? Many people have thrown code 12 from clogged ports.

It is strictly a position indicator. It is possible to throw code 12 if the EGR valve itself is clogged with carbon and the pintle is frozen and not opening and closing fully. He replaced the EGR with a new one so that was ruled out. The ports themselves clogging with carbon will NOT throw a code.

Okay, I hear you but I have known people to clean their EGR ports and be relieved of Code 12. But you may be correct as I don't know the exact working of the sensor.

In any case if you have already replaced the valve maybe you should just trace through all of your vacuum lines and such and try to narrow things down.

Read my previous post.
The Egr valve is not ment to operate in neutral, and you won't find vacume at idle.

Did the CEL just come on one day while you were driving the car or was it after you worked on the car like putting on an intake or maybe something else that might make you take some vacuum lines of?
I have to laugh at my self now but I have a 90 accord that had that code for about 6 years. My friend who I bought it from put a DC sports intake on it back in the day and I guess he got the lines crossed up in the process.Anyway I was looking at the engine of another 90 accord a few weeks ago.And I **** you not the lines were running different then mine. When I got home a reran them the way I saw the lines on the other car and after 6 years no CEL.

I'm an idiot.
