Default More b16 OBD-0 hesitation woes

I've got a 1990 Civic Si with a JDM B16 in it. I just aquired the car and didn't do the swap. The car has the infamous partial throttle hesitation issue. It drives like its missing on one cylinder until you give it gas, then its fine. I spoke with the indiviual that did the swap, and he claims that the only fix is to do a OBD1 conversion. This seems a little odd to me.

I looked at the C harness and noticed that the C8 O2 sensor pin (black wire/white stripe) won't seat properly. I tried to manually shove it in, but it bottomed out before fully seating. Could this be the source of my problems, or is the person that did the swap correct in saying that I will need to upgrade to an OBD1 ECU and 4 wire O2 sensor?

I just need to get the car running properly at this point. Any help would be appreciated.

After reading through threads, that was my thought as well. I tried to pull the C16 pin, but I couldn't get it to budge. That in combination with the C8 pin not seating (and the fact that it was almost 9pm) made me hold out until a better time.

Is there a trick to getting the pins to release? I tried sticking a pin in the small middle hole on the harness, but I couldn't get it to budge.
