Default D15 w/ pm6 ECU?

So I just bought another EF, 89 SI to be exact, this is a soon to be stripped and prepped for race. But I wanted to atleast start the car up and drive it around to get me through the winter while I finish building my motor.

The car was bought from a mechanic who ended up with the car after a dead beat customer. He replaced the engine and trans with that of a D15, while leaving the old D16 ecu in the car. I dont think he ever started the car up after doing the work, because it sat for three years. I am not getting any fuel or spark, could this be because of the ECU? I have replaced the main relay and triple checked all grounds, and also put on another dizzy and a fresh battery. HELP please

I have a d15 from a 92 Civic in my 88 CRX and I'm running a PM6 ecu. However, I had my engine harness "built from scratch" using a 91 Si Stock Harness and I believe an 88-91 Civic harness. Not sure if that helps, but giving you my $0.02 on how mine works.
