you are likely not getting a VSS signal or you cluster is bad.

I know exactly how you are feeling about not having your Cluster work man. Mine has been messing up since last summer when i thought i would install Glow Gauges on my cluster. After that I have had problems since, I bought a new cluster off ebay(without glow gauges) and it still acts up. Its better but still bounces. Try hitting your dash a few times...seems to work for me. My problem i would think would be the wiring behind the dash. But I have done damn near everything. One of these days i will probly try to install a new VSS. but if it was bad im pretty sure it throws a code, but never know till i try.

Your VSS is out, Definatley. Thats the main problem, something with that.
And yes it makes the odometer not work.

Have it looked at, and if it is the speed sensor, just find a cheap one off ebay or something.
