JDM ITR conversion to US OBD2 compatibility

I hope this is the appropriate venue for this question, as it pertains directly to my ITR.
I currently have the car registered in a county here in my state that does not require emissions testing. I'm using a sister-in-law's address while she is at a college in the sticks. she is moving back to civilization this may (2 months), so I'm kind of up a creek for renewing my registration in a year.
anyway, my car is a 1997 JDM ITR 4-door, that is nearly bone stock, and I would like to convert it to be able to run a 1997 or 1998 USDM ITR OBD2A ECU, and the remainder of the USDM OBD2 system so I can pass a scan test here in my county where emissions are required.
i have a friend who picked up a 1997 JDM ITR 2-door the week after I got mine, and we found out that his car had been converted to USDM OBD2 which was a bonus for him since the seller didn't disclose that initially. This is what I noticed on his car, and this is what I need advice on if I'm missing anything:
- 1998 USDM ITR ECU plugs right in to the JDM ECU plugs
- OBD2 diagnostic connector can be pinned into the JDM ECU plugs
- need to replace JDM ITR oil pump with USDM ITR oil pump that has a spot for a crank fluctuation sensor which also needs to be wired up and pinned into the ECU plugs
- USDM Evap Purge Solenoid should be added on the firewall and wired up and pinned into the ECU plugs, purge solenoid needs to be plumbed correctly to with hoses to the charcoal canister (can someone be a little more explanatory on exactly what USDM components should be used for this?)
- fuel tank pressure sensor should be added, wired up and pinned in to ECU (I've also been told that only some 1998 [later in the model year] ECU's look for the FTP sensor, is this true or do all 1998 ECU's look for it? also, if the ECU I get does look for it, can this be overcome with some type of electrical component? i've been told you can make the ECU see a 5V signal at a certain pin and think that the FTP sensor is there, is this correct?)
- secondary o2 sensor do 1996+ JDM cars use a secondary o2 sensor like USDM cars do? I know I could just look under my car and know for sure, but there is snow on the ground outside today. If my car does not have a secondary o2, would it be feasible to add pins and wiring to the ecu plugs that go to an o2 sensor simulator, and tap into the primary o2 heater circuit wiring?
anything else I'm missing?

damn, what happened to all the tech-related content responses? when did this forum become more of a social gathering point, than a technical resource?

there is no smog dyno in my state, we have an obd2 inspection where they hook an obd2 diagnostic computer to the obd2 port in the car. there is no obd2 diagnostic port on 96+ jdm cars.

Isnt the port intertwined with the dash harness? If thats the case then I dont see any other choices for you. Keeping the car registered where it is is out of the question?

yes, that port on a US car is wired into the dash harness.
if you re-read through my initial post, I am aware of most everything that needs to be done to convert my car to be obd2 compliant, but I had a few specific questions that I need answers to (ie fuel tank pressure sensor, secondary o2, and what other sensors the US cars have under the hood that JDM cars don't ie Evap Purge, etc...)
