Default EG AC and PS into EF

I took the AC and PS out of my EG. Now my brother is buying my 90 Si hatchback. Is it safe to assume it will easily fit into his car? The EF has a power steering rack, but the PS system has been removed. The AC was also removed by the previous owner. The EF has a non VTEC SOHC ZC, and the EG has a VTEC SOHC ZC.
