Default Civic will not start

I have spark, timing is dead on, have fuel and good fuel pressure, cranks, i noticed that the iac valve dose not click anymore when i hook it up and un hook it, but if i jump it to that battery and the valve openes indicating that the iac valve itself is good. It just seems that maybe some relay or fuse or something is holding it up. Need help thanks

see well my thing is if it has spark and fuel and cranks over there should be no reason it won't atleast start for a minute or start and just run like crap, i have seen this one other time my friend broke a valve spring retainer and the car wouldn't start its a long shot but i'm pretty lost

you are getting fuel to the injectors? Crank over engine, pull plug and see if they are soaked, or have fuel on em. Test your injector pulse (if you can)...

Well it looks like i was wrong cuz i have no spark i thought that i did but i don't. I checked the distributer according the haynes manual and it seems good i even replaced the ICM inside, but still no spark. I feel that something is telling the ecu to not deliver spark but i don't even know how to tell or what sensor would cause that.
