The one on top looks to be stainless..bottom one looks like mild steel or something ,,I dont think you'll ever get it as polished as the one on top..I think instead of trying to polish it, you should sand off the rust and spray it with some high heat engine paint..

Looks like a Kamikaze header.
It can't be polished, I'd coat the top, and wrap the bottom

what does the coating cost anyway? i just bought a stainless one for 190 with a warrentee and gasket.... but if ya cant afford a new one i would just sand and paint a flat color and then if ya dont like the result just wrap it like the other guys said.

if you jet-hot coat it, it will look like the one in the first picture. it usually cost around 125 or so.

thats a kamikaze header, its no good for NA, they are made for supercharged motors, the short runners are well liked by boost. I would go with another header if you are going NA. it also looks like someone welded the two pieces together instead of using a gasket and bolts! to make it look better get some of that 1200 degree paint and paint it just enough to get even color then heat in your oven like the insructions say to cure it. ive done this and it didnt burn off the header for over 2 years
