u need to change FOAM
if you take foam completely off
both will fit

one rule of thumb is
if u use a 90-91 support use 90-91 brackets
and vis versa
you cant use 92-3 brackets and 90-91 support
and vis versa

if he has a 90-91 integra, and he bought the 92-93 bumper, he'll need the hardware as well as the foam piece, if he doesnt have the foam piece, just leave it out, but if you get in an accident... im not sure if the police put this in their report or not...

ive personally put a 90-91 bumper on a 92-93 and a 92-93 bumper on a 90-91 all that u have to do is take the foam and metal support brackets and put it in the opposite bumper. so say ur puttin 92-93 bumper on 90-91 jus take the stuff from 90-91 bumper and put inside 92-93 bumper if car is a 90-91. i think this sounds very confusing but hopefully this helped some.

i did it numberous times
if u want a easy way just take foam out eVERYTHING ESLE fITS

IAM JUST SAYING IF AND IF HE CHOOSES TO USE A 92-93 SUPPORT HE WILL NEED THE BRACKETS AND FOAM IF HE CHOOSES TO KEEP A FOAM.

The police probally wouldn't even know. That foam piece is only for the driver and the cars protection at low speed collisions. Without it, the 15 mph fender bender could cause alot more damage. Your better off doing it right....
