Default B16 CRX is really slow!!

I don't know what the problem is but the car feels slow as hell. I put a new timming belt on today becuase the other one wouldn't get tight and would flap around. The new one fits nicely and stays tight. But when timing up the cams I had some trouble getting the exact position. The cover behind the cam gears is missing so I have no line to set the cams to. Also the ECU I have is an integra ECU that engauges vtec @ 4500-4600. At that point the car bogs and goes nowhere. It also has a pretty low geared tranny. I have stock CRX wheels with stock size tires and @ 65 MPH it's taching over 4000! Also on the highway with the trottle about 1/4 open the car kinda launches forward and then off. Kinda like it's going from open loop to close loop. Does anyone have a picture of how the cam marking should look at TDC? I hope thats the problem.

yup....its the timing.....you have to get it almost exact or it'll run like crap
