What Size??
Either 215/60x15 or 215/55x15. They will keep the wheel well full (tire won't look like a roller skate, and the speedo won't be way off.
If you went to a 16" rim
215/50x16 etc.
If you went to a 16" rim
215/50x16 etc.
check this site out http://www.miata.net/garage/tirecalc.html enter your stock tire size and the one of the tire you want to choose to see far off your speedo will be, a good tool to use for finding the proper tire size.
15's wont be too small, but some people may think they look a little wimpy. I'd personally use 16's but that's personal preference.

Sort of. It has to do with the unsprung weight and how central the weight is to the wheel...if the wheel weighs 15 lbs and 12 lbs of it are on the outer edges, it will take more energy to spin them.

Glad to hear that some people out there still think sidewall is cooler than big giant wagon wheels. Also if you spend a lot of money on wheels you better be sportin some curb feelers, cause nothing would suck more than spending 4 grand on a fancy set of wheels and then grinding it off on a curb.
I think larger wheels look ok, if they match the car (style wise). It's when they get too big, don't match the look of the car, lean in or out. or the offset is wrong, they look bad. Unfortunately, not many people get it all right. I see more aftermarket wheels that look bad, than look good. And those spinning wheels look like crap, especially when one spinner is turning faster than the other (most cases). That reeeeealy looks stupid.
on a 5th gen, unless you have an alterior motive, anything larger than 16 is really starting to cut it (especially if lowered: see rear verticle link)
on a 6th gen, since theres more torque and the car is bigger, 16's or 17's are probably a must (appearance wise)
on a 7th gen, anything less than 17 really looks ridiculous...
this is of course only if you are factoring appearance and driveability, and not caring TOO much for performance (aka, daily driver)
