Little dots of oil on bumper: symptoms?
As the others have said, make sure it's oil and not carbon deposits. 
The JDM ITR likes to spit carbon deposits all over the rear of the car, even though it has the factory cat. I guess this is a result of less stringent emissions testing here in Japan. The car does not burn any abnormal amount of oil though.

Brandon, are you running that o2 sensor yet, or open loop?
I really doubt it's oil Brandon. Even when I was burning gallons of the stuff, my bumper wasn't literally slippery..

Gasoline is a hydrocarbon, meaning it's mostly made up of hydrogen and carbon.
When you burn it (add Oxygen to Hydrogen and Carbon) you get H2O and CO2. The water vapor quickly condenses on your cold exhaust... when your car is running rich (at startup) it also builds more carbon dust and carbon monoxide. This is where the moisture in the exhaust comes from.

I washed my car yesterday and it took like six dollars in quarters and a wash rag to remove the funk I had on the passenger side bumper. Seems to happen to me as well (build up of what I call the "funk"). I've found out where this stuff comes from. I noticed that during and right after startup there is condensation that mixes with crap and develops the "funk". You can hold your hand behind the exhaust tip right after startup and see the stuff on your hand... it's like dirty water.
Be sure to remove the funk on a regular basis.

I suffer from a similar problems. Back bumper and underneath the spoiler. I have read numerous threads regarding such matters. My testpipe has a lot to do with it, IMO. However, internal problems; as minor as they may be; could be the culprit. I'll be monitoring it very closely at the track this year. My oil comsumption is a little high too. Adding about 2L of oil in between changes.

Your oil levels indicate you aren't burning a lot, which is a good sign.
We broke in the motor well, you should burn little to no oil, all depending on how hard you drive the car of course.
My rear bumper and the right side of the spoiler always get cruddy with carbon buildup, happened as soon as I switched to a testpipe. I don't burn a drop either.
If you want to reduce that, you can get a small 100 or 200 cell cat. There are a few that flow just as well as straight pipes now.
