Default 90 civic swap gone bad .....bad rings??? #'s inside

The engine is a B18a1 obd1 i recently had the valves reground and replaced the head gasket. I was never able to get the engine to run after the machine work
the bottom end has 144000 miles on it
leakdown / comp.test (no 30wtoil) / comp.test(with oil)
#1 20% / 90 psi / 280 psi
#2 25% / 95 psi / 240 psi
#3 20% / 90 psi / 190 psi
#4 20% / 90 psi / 180 psi

Im about to pull this thing out and rebuild it.
