Im not a mechanic but, one way to check is to rub your finger on the rotor until u get ot the top and if u feel very it being very ridgy and rough then its probably a good time to change them or ge tthem turned (if u never got them turned before)

I want to say the max refinishing limit is 23mm or 21mm, maybe someone can tell you for sure. But you need to inspect the thickness with a micrometer or atleast a caliper, I wouldn't say a ruler is good enough.

If you have grooves or pits, it's about time to either resurface them if you can, or just get new ones. Depending on what it's going to cost you to get them resurfaced, you may want to just buy new ones. But then if you buy new ones, you'll have to deal with the whole hub-over-rotor PITA.

to check it accurately, you will need a brake micrometer to check the thickness of the rotor. There should be a minimum thickness value stamped on to the rotor somewhere. Just use the micrometer and measure the thickness and compare. If it is under or near the allowed min. thickness, you change.

21mm is the limit on accord rotors. those are good enough to use for now if your measurement is accurate. they will need to be replaced soon though, 1 more mm of wear ot when they warp whichever comes first.

ok, so 21mm is the thickness.

If the measurement is accurate is the thing. I don't feel you can accurately measure the rotor with a ruler, especially if your possibly talking about only being 1mm (or .039") away from the wear limit. You can buy a set of dial calipers for a decent price, those will give you a more accurate reading. A brake micrometer is the ideal guage to use so you can check further down the rotor, but I don't think it's needed, a caliper will give you a pretty good reading.
