Ummm I dont think so, that looks like a puddle weld, and as far as I know the manifold is 100% cast.
That allmost looks like someone drilled it for NOS and then plug welded it. Only other thing I could thing is that there was a leak and they tried to weld up all the areas.

the top 4 i give you looks like it could be for Direct Port

Could these be a OEM mod for EGR cleaning, i know when i worked at Honda they had a couple Preludes with EGR troubles that you had to drill threw a freeze plug and scrape the **** outa the inside of the Intake, wonder if this was like that but before the Freeze plug idea?
now that i look at it i think it realy is the EGR cleanup, might not be OEM or they might of shipped the manifold out to be welded up

EGR is just that Exhaust Gas Recurlation
it wouldnt be there if it didnt work, its only on the 90-93 cars because of tighter emissions laws back then and the motors werent build as well to cope with them
the whole deal is the computer regulates Exhaust back into the intake stream, monitord and regulated by the IAT, O2, CTS, TPS and all the sensors, so you let the unburnt hydrocarbons back into the intake mix that with some fuel, and your reducing your emisions by however much your taking back out of the exhaust
but since it is exhaust gas's they are full of carbon and NOX and everything else so its natural to see build up, i guess the car i got the motor from lived in a different climate, was driven by a grandmother, or just used bad gas, and became clogged up and they had to fix it, it coulda been they worked on it 5-6 times but nothing fixed it so they sat down and drilled it out and cleaned it out and sent her on her way
