using timing belt cover with Honda N1 pulley ?
Is it possible ? I am test fitting mine now, and it seems that I will have to dremel out the lower timing belt cover or just ditch the belt cover completely
Also, is there an inner lower timing belt cover ? I only have 3 pieces, is this right ?

itr oil pump = gsr oil pump.
itr oil pump = gsr oil pump.
ITR part # : 15100-P72-A01
GSR part# : 15100-PR3-024
So, They may have the same guts, but the outter housing is different because the lower timing belt cover for a gsr will not fit a itr pump.

sorry dude, but you're mistaken.

not trying to argue, just saying if you're hoping this will solve your problem, you're barking up the wrong tree. please trust me, the itr and gsr timing belt covers are identical. in fact, they are even the same on b16s. only LS covers differ from the vtec ones.
edit: did some more looking. the part number you listed is for 90-95 integras. but as you have a 99 gsr, it is still the same part as an itr.

How come my lower timing belt cover does not fit then ? It leaves a large 1" gap between the oil pump and the timing belt cover.
i dunno, but both acuraparts247.com and acuraautomotiveparts.org show that the gsr and itr have the same part.
Figured it out, in 98 the ITR/GSR oil pump changed, there is a spot for a crank sensor on it.
I have a 94 timing belt cover, but a 98+ oil pump. and thats why it wont fit correctly.
