Question about not starting up

Default Question about not starting up

Sup everyone. I just bought a car on here (HT) and it was shipped from North Carolina to Minnesota. When the car arrived, it wouldnt start (it's like -15 below here). I'm assuming the battery was dead because of the cold weather being driven up here. I would start it and nothing would happen, just clickin noises. So, I went to buy a battery and put it in. Sounds like a normal car, it cranks but not fully. You know how you try starting a car you hear it trying to start up but doesnt. Anyone know what could be wrong? (I know the car is mint and nothing is wrong with it) I tried putting in new battery, wont start but I can feel it trying to. Should I wait til its warmer then try again or should I change out the spark plugs?

Help for a '99 Civic Si.

PS: Gas is still in there, all liquids seem to be normal, oil is normal.

is the fuel pump turning on? when you turn the key to ACC do you hear a humming noise?

im at work right now and i will try that tonight. so turn key to ACC and try to hear a humming noise..ill try that. any more inputs? i want to try everything and get this beast started (478whp)

it probably is the weather..i guess some local Honda tuners are having troubles starting up their car. damn -20!
