anyway if got the stock fog lights.
im talking about the upper portion of them
and when u look at them it looks like they have
a bulb in them, but i cant figure out how
to turn them on? ill turn my lights on and nothing

any ideas?

 

Fog lights arent hooked up to your headlights...they should have a seperate switch to operate them. Like a JDM Fog Light switch!

i think those are your turn signals....

 

If i read right, yes they are the turn signals.
