Crank lower timing gear
heat it up a little, try wedging a screw driver or pry bar in there, and try squirting some wd40 in there, its bound to come loose sooner or later. if it comes down to it, turn the motor so that none of the valves are opened at all, hold the lower gear in place, and crank the starter. with the timing gear secured and the crank spinning its bound to give. but like i said, make sure none of the valvesare open at all! remove the cams if you have to! and i sholdn't have to say it, but replace the seal after you get it off.
is the key loose? sometimes it slides out of the groove as you pull the pulley towards it and then wedges the pulley tight. try putting some penetrating lubricant on it. spinning the motor is a bad idea also.
there is a pully puller you can get it will grab behind the gear and all you need to do is tighten a bolt and it will slide right off not sure if it will fit behind the gear though,

What did you do to get it out?
Everytime I tear down an old, original motor, that is one of the things that gives me trouble. It usually comes down to me removing everything from the around it, taking a thick flathead and a mallet and knocking it loose from each side until it will pull loose.
Not much you can do but to work with it.

When I dismantled my engine, I used a rubber mallet and a hair dryer (and some WD40). Just heat it up for a bit, then whacked at it with the mallet, and kept going til it flew off...
