Default Stuck rear seatbelt

I have a 97 Accord LX. The rear passenger side seatbelt is stuck fully extended. I can't figure out if it locked or if the mechanism is damaged. Does anyone know how to open the covers to get in there and take a look. It sucks not being able to let people sit in that seat b/c the seatbelt is useless.

i have a 94 accord lx, not sure if this applies but here goes,
there is a square inspection panel just above the seatbelt mount. (up high near your right ear if seated) that will pop off with a coin or small screw driver. once off, you can carefully pull on the outer perimeter of that trim piece and one by one the push in fasteners will pull free, these are spring loaded and just push back in for re-use. take your time pulling carefully, you don't want to crack that trim piece. the whole trim piece will come free and reveal the the seat belt and the retracting mechanism. the only problem with mine was that the belt was twisted in the keeper. there is a big bolt holding the keeper to the frame of the car. i found it easier to unfold the belt after i pulled that bolt. you may or may not. working the belt back and forth (i only had an inch or so as mine was at the end too) i finally was able to untwist the belt and the retractor started working, the belt wound itself back in and now works perfectly. ah the simple things. if there is a problem with the retracting mehanism itself you can get to it here, but i didn't have to go down that path personally. i imagine that whole assembly could be pulled and another plucked from a bone yard. hopefully yours is just twisted like mine was. easy !!! good luck.
