Yep, He's Right,
in order to install a sound system/remove one...you have to unplug the hazard switch which is kind of like a hub for all your blinkers.
If the hazard switch isn't plugged in, then none of the blinkers will work.
It's a simple snap to fix, literally.

In the meantime he can still drive, using arm signals.
Check with your state's department of motor vehicle (or whatever they are called) rules / laws.
