I used to run my ZC with the Si ecu to pass emissions.
I would get a fuel pressure gauge and check the pressure. Also make sure the O2 sensor is in good condition.

Should I get hotter spark plugs and change to a 89 civic computer cuz the spark plugs are pretty dark wich means really rich but I dont know why its runnin so rich
did you replace the O2 sensor recently?
If not that would be my first look.
I would not get different spark plugs unless they are old and worn out. "hotter" plugs will not get rid of the rich condition.
The year of the computer shouldn't matter.
It may be your ignition coil, ignitor, or the timing may be off.
Have you replaced the wires in a while?
The rich condtion can be caused by many things

But the only way he could get more fuel or higher pressures is if the regulator is stuck(most likely not) or the injectors are sticking open(most likely not).
The pressure shouldn't increase unless he has done something to the fuel system. Have you?
