what is this part called? and where can i buy a new one?

what is this part called? and where can i buy a new one?
my friend is about 99% done with his turbo kit, only thing missing is the little metal peice that holds the exhaust housing to the turbo. are there any places to buy a new one? he called atp and they didnt have any, nor know where to get one

Rebuild kits come with new bolts and clamps. You might as well freshen up the seals since it doesn't appear that the turbo is in great condition.

Heh, I was missing 1 of 3... So far the washers we trimmed and used are working fine. This is on the compressor side though, so not quite as much heat.
