A CEL means "Check Engine Light." Generally they are not good.

cel = Check engine light.
Some warnings are severe, others are not.
The one that will arise from a straight pipe is your o2 sensor, and it may cause the car to bog due to inaccurate readings.
It will help to know what OBD you have as well.

It depends on which code the ecu is triggering the CEL for as to wether the car is in limp mode or not, and wether the problem is serious or not if it will harm the engine or not (most will not).
I'm guessing that you have a 96-00 Civic, which has 2 O2 sensors, the megan racing test pipe will trigger a code for the second O2 sensor.

Well without a simulator or converting back to OBDI you will always have the CEL for the second O2. It won't effect perforemance at all, but that light is annoying as hell.

Well for the power that you'll gain from the test pipe I would jsut leave stock cat in. If you disconnect the battery it will reset the ECU and the code will be gone for a bit, but it will come back.

Even then, all the second O2 does is moniter the efficency of the cat, and if it's not there, then eventually it will throw code 67 (catylast inefficency).
