Need timing help!!!
First of all I have a JDM H22a in a 97 civic. Yesterday I changed out my timing belt and balancer belt. So I drove my car last night and I have a huge loss of power. I think it is the rear balancer pulley. In the book it says you are supposed to stick a bolt through the maintenance hole to align the rear balance shaft and rear timing balancer pulley. When I did it I was able to position the balance shaft and rear timing balancer pulley in three different positions.
There is a timing mark on the rear timing balancer pulley, where should this timing mark point?

Honestly I would just remove the balance shaft belt and see if your problem goes away. You won't miss the balance shafts anyway...
If they werent needed dont you think honda wouldent have incorporated them into the design of the motor ?

They're just for comfort as they eliminate vibrations. People remove these all the time, there are even balance shaft eliminator kits with lots of R&D behind them that have sold probably hundreds of units. I see no problem in removing them other than vibration...
