Estimate for repair.
My dad took his 95 accord lx to our mechanic and they do great work, but they seem eager to replace "all the hoses" in the engine and quoted him about $600 just for that. Is that legit or should I just do it myself? I'm more familiar with civics, so I'm not sure about what his engine needs (more/less hoses), but does "all the hoses" include just the 8, 9, 17, and 18? His a/c and p/s hoses are all fine. What else could he "need" replaced?

Do it yourself, grab some pliers, some new hoses....a bucket to drain the radiator, unclamp and remove all the old hoses, and add new ones.....save yourself at least 5 Bills.
If they replace the Honda hoses with some off brand hoses, they may be downgrading. My 92 Accord still had the original hoses on it after 12 years and 137,000 miles. They still had no cracks in them. I have a chevy truck 96, and the hoses were rotting out three years ago (7 years). No way, would I replace Honda hoses with anything but Honda hoses. No matter who does the job. If you are talking about every hose under the hood, that's a lot of hoses. Would be worth at least a couple hundred to change all of them. That's my 2 cents. Spend it as you want.

I think his car has around 130-135k on it. He takes pretty good care of it. I think what I'll have him do is find out specifically which hoses, then I'll take a look to see how they are, but I doubt they're gonna replace like 20 hoses. It wouldn't make sense to do so because I think he's only keeping the car another couple years max.

I would look at the quote and see if what they are replacing. It really isn't that hard to replace all your hoses, there just isn't that many and I believe that #17 and #18 are the same part they just are different for each model. Your main ones to replace are the two large radiator hoses and the two heater core hoses in the rear. I don't recall that small hose when I did my engine swap. Anyway they really aren't that hard to replace.

Oops I forgot about those... Well, it's been a while since I've worked on a car in this way... Do I just need to flush coolant when I'm done or what other fluid-related tasks am I up against?

I'd flush before you change the hoses (using water and a flushing agent) and then flush again with water and then finally replace all hoses and refill with proper amt of coolant and bleed the system.
