Default Fails emissions test

I have a '93 Accord with 190K mi and it hasn't passed the required minimum levels of nitrogen based oxides. I have added the fuel supplement from CRC to reduce emissions, added high octane fuel, and cleaned the EGR valve needle and port area, and inspected the EGR valve's diaphram for smooth operation. Although this did reduce the levels quite a bit, it still fails. Any ideas?

high NOx emmissions are caused by EGR failure. I would start by cleaning the EGR ports on the intake. I'm betting that they are clogged.

Cleaning the egr ports requires removing the fuel rail, drilling out the rivits on the cover, and cleaning passages on the underside of the cover and the holes in the Intake Manifold

So I have to ask you did you read what I said. Simply cleaning the port that the valve attaches to does jack...........

Here are the instructions
