Default I need an answer ASAP please

Im going to be receiving a d15b7 motor today, freebie, infact the only thing i need is the head the only problem is the #1 cylinder compression is 25. i was wondering if that was more of a block issue or does the head actualyl have anything to do with it. I can either

A. if the head might be the problem remove the whole valve train and clean the head. and reassemble it.

or

B. its not the head. the problem is the block and i can go ahead and slap the head on my motor with a new gasket.

either valve is fucked up in that cylinder or the piston rings are gone in the bottom end. was it turboed or anything? why is it free? how many miles?

never boosted as far as i know, free because of that compression problem. they just swapped another d15 in their car i just need the head to have 16 valve i only have 8 right now

Could be either.. If the head is still on it, i would put some oil in the cylinders and try a compression test again and see if it changes..
