Default T-Belt tension adjuster broken ??

Hi guys,
I was in need of some 'proffesional' help so i decided after a long time of lurking, to register myself.
I'am a owner of a '98 prelude and i think the guy replacing my timing belt has encountered some problems.

It has to do with the tension adjuster, he said it might be broke because the rod don't seem to move. I searched the internet but didn't find anything very usefull. So my question is, how can i check for sure that the tensioner need to replaced?
I just want to know for sure before buying a part of nearly $100,00

PS. my adjuster looks just like this one.

Replace the auto tensioner with a manual tensioner from a 92-96 Prelude Si H23. I did it, as well as a lot of others.

once you have it off the car you cannot compress it without opening the service screw and putting alot of force on the tensioner. if youre doing a timing belt right now and you just wanna reuse that part everyone here will be adament about telling you to replace it..it may cost a little more now, but if you put in a bad one it will cost a TON later. (think bent valves,etc.) with autotensioners its like old milk..when in doubt throw it out...go to http://www.hondaautomotiveparts.com and youll find honda parts for wholesale price instead of what a normal joe would pay at the dealer

you can also convert your tensioner setup to a manual style off a h23..search for how its done theres a great thread on here about it
