ATTS light coming on

ATTS light coming on
I think I figured out the problem but I want to confirm my diagnosis.
I have a 97 prelude SH 5spd in my shop. The car is a peice of oil burning crap but that's not the current issue.
The ATTS light is coming on with 19-1 I believe, either way the code is "Steering angle Z-phase incorrect" I have the propper refrence vontages coming in (does not fluxuate from 0.0V to 5.0V while turning the steering wheel) also the connector and plug is loose on the steering column (not detached just moves freely).
I have limited experience with ATTS so advice from someone more experienced would be appreciated.
